|a This document is a survey of the status of hazard and vulnerability assessment, preliminary components of the Disaster Risk Reduction (DRR) process, throughout the Caribbean. According to the document, the Caribbean is exposed to a variety of natural hazards including tropical depressions, storms, hurricanes, earthquakes, and volcanic eruptions. Rapid climate change is particularly affecting the region, increasing the frequency and potency of hydrometeorological hazards. In order to mitigate the adverse effects of these natural hazards, local, national, and regional stakeholders have undertaken a number of activities related to hazard mapping and vulnerability assessment, the initial elements of effective DRR. This document is a survey aimed at determining the status of hazard and vulnerability assessment, as well as the extent to which they are being used in socioeconomic planning and management processes, throughout the Caribbean. It highlights best practices for the successful promotion of hazard and vulnerability assessment, while also indicating various gaps and areas in need of reform. And lastly, it is a compilation of hazard maps, vulnerability assessment reports, and digital maps available throughout the Caribbean, serving as a reference source for practitioners. The authors specifically highlight two regional initiatives implemented by the Caribbean Disaster Emergency Response Agency (CDERA): the Caribbean Disaster Management (CADM) Project and the Caribbean Hazard Mitigation Capacity Building Programme (CHAMP). The former establishes an institutional framework for flood hazard mapping and community disaster management planning. CHAMP focuses more exclusively on hazard mitigation planning. The survey was administered to relevant agencies in each country between August and October 2003 in twenty countries throughout the Caribbean. It focusses specifically on the state of structural, economic, and human vulnerability assessments. To reinforce the aforementioned DRR activities and increase the resilience of the communities, the report makes a set of recommendations. It calls for more extensive use of hazard maps by stakeholders directly engaged in the disaster management process; increased production of maps identifying prospective hazards; the utilization of digital methodologies; and continual updating and dissemination of hazard and vulnerability information. |
